Inclusive Living Housing Partnerships


This document explains how housing partnerships work with Spectrum Residential LLC and

Inclusive Living Foundation, using a clear, landlord-friendly structure.


1. ABOUT THE INCLUSIVE LIVING FOUNDATION

(Current Objective – Pre-HUD Approval)

The Inclusive Living Foundation is a nonprofit organization dedicated to expanding access to

safe, stable housing for individuals who are too often left without a clear path forward. We serve

people with disabilities, homeless veterans, and young adults aging out of the foster care system

by providing voluntary, service-enriched supports that promote housing stability,

independence, and long-term success.

The Foundation operates as a supportive services and housing-stability partner, working

alongside independent property owners, housing operators, and community agencies. Residents

live in standard residential housing under independent leases, retaining full tenant rights and

responsibilities. Participation in services is always optional and never a condition of housing.

Inclusive Living Foundation focuses on:

  • Housing stabilization support

  • Resource navigation and benefits coordination

  • Trauma-informed, person-centered services

  • Community and partner collaboration

We do not own, lease, or control housing, and we do not enforce tenancy. Instead, we support

residents who choose to engage by helping reduce barriers, improve housing outcomes, and

strengthen pathways to long-term stability.

We are guided by the belief that housing is infrastructure, not a privilege. As the organization

grows, Inclusive Living Foundation is preparing for future alignment with HUD, VA, Medicaid,

and other public systems once formal approvals and funding pathways are established.

2. ABOUT SPECTRUM RESIDENTIAL LLC

(Current Objective – Non-HUD Housing Operations)

Spectrum Residential LLC is a mission-aligned housing operations and coordination company

that supports stable residential environments for individuals with disabilities, homeless veterans,

and young adults transitioning from foster care.

Spectrum Residential operates independently from Inclusive Living Foundation and focuses on

the housing operations side of the model when engaged by property owners or partners. Its role

may include:

  • Property readiness and move-in coordination

  • Maintenance and inspection coordination

  • Safety planning and incident-response protocols

  • Housing-operations communication support

  • Compliance readiness aligned with housing authority standards

Spectrum Residential does not replace landlords, does not hold tenancy authority unless

separately contracted, and does not override landlord–tenant relationships. Property owners

retain full control of leasing, enforcement, and ownership.

By combining professional housing-operations practices with person-centered coordination,

Spectrum Residential helps create safe, predictable, and sustainable housing

environments—while remaining flexible and scalable as future HUD or public-sector

participation is approved.


3. Who Signs the Lease?

The resident signs a standard residential lease directly with the landlord.

  • Spectrum Residential LLC is not a party to the lease (unless otherwise agreed in writing)

  • Inclusive Living Foundation is not a party to the lease

  • The landlord maintains full landlord rights and responsibilities


4. How Is Rent Paid?

Rent structures may vary by property and are agreed upon in advance.

Option A: Resident-Paid Rent (Most Common)

  • Resident pays rent directly

  • Income sources may include SSI, SSDI, trust funds, or family support

  • No rent guarantee by Inclusive Living or Spectrum Residential LLC

Option B: Limited Organizational Support (Optional)

  • Spectrum Residential LLC may provide temporary or partial rent support

  • This does not constitute a lease guarantee unless separately contracted

5. Is Rent Guaranteed?

No. Rent is not guaranteed unless explicitly stated in a separate written agreement.

Landlords retain all standard remedies under landlord–tenant law.

6. Is This a Group Home or Program Housing?

No.

  • One resident per bedroom

  • Independent leases

  • No program rules tied to housing

  • No staff living onsite

This is supportive residential housing, not congregate care.

7. Who Handles Tenant Issues?

  • Landlord: Lease enforcement, maintenance, notices, evictions (if necessary)

  • Inclusive Living Foundation: Optional support, mediation assistance (if requested)

  • Spectrum Residential LLC: Coordination and communication support

Inclusive Living does not override landlord authority.

8. What About Fair Housing & Accommodations?

All parties comply with Fair Housing and Equal Access laws.


Reasonable accommodations may include:

  • Communication preferences

  • Sensory considerations

  • Support animals (where applicable)

Landlords retain the right to verify requests in compliance with the law.


9. Is This HUD, Section 8, or Government Housing?

No.

This housing is:

  • Non-HUD

  • Not Section 8

  • Not tied to Coordinated Entry at this time

This allows faster placement and simpler administration.

10. Why Partner With Inclusive Living?

Landlords benefit from:

  • Pre-screened, lease-ready tenants

  • Stable income sources

  • Optional support layer to improve tenancy success

  • Clear boundaries and reduced misunderstandings

11. Who Is the Point of Contact?


Each landlord receives:

  • A single housing coordination contact

  • Clear escalation paths

  • Written agreements outlining expectations

12. Can This Expand Later?

Yes.

This structure allows:

  • Additional properties

  • Long-term tenants

  • Optional future HUD/CoC participation without changing lease structures

Inclusive Living Housing Partnerships are designed to protect landlord rights, support tenant stability, and maintain clean legal boundaries.
